PROPOSED NEW TRUSTPORT/HARBOUR AUTHORITY
The Club is an active member of Exe Estuary
Users Association (EEUA) which serves to foster good relationships between the
various Exe user groups. EEUA
is currently in consultation with Exeter City Council (ECC) regarding the
Council’s intention to divest itself of management of the Exe Estuary. ECC proposes to replace its
responsibilities by creating a “Trustport”, and
published a consultation document in November 2005 outlining its intentions. EEUA is unanimously opposed to the ECC’s published Trustport
proposals, brief details of which follow.
The ECC-proposed Trustport
would be administered by a Trust Board which, once in place, would primarily be
responsible for its own existence. The
sole source of income to fund the
Board and its activities would be Exe Estuary boat users. In itself, this is not the problem; what
does concern boat users is the proposed annual cost of financing the Trustport. Currently, ECC administers the Estuary at a
cost of £172,000 p.a. and, to all
intents and purposes, this only provides for the marking of the navigation
channel. Provisional ECC figures
indicate Trustport costs to be £250,000 p.a., whilst opposers estimate
the true cost could be closer to £350,000
p.a.
The consultation document resulted in 168
responses, 11 from statutory bodies (e.g. local councils) which were for
the Trustport, and 157 from associations and
individuals against the proposals.
